The Former President's Woke Alarm Overlooks The Continent's Real Danger: Economic Stagnation.

The recent US security policy document offers a misguided assessment of Europe. The document asserts that unrestrained immigration and what it terms "progressive" policies pose an grave threat to the continent's identity. However, this argument rests on a fundamental misinterpretation of the situation. The actual danger confronting Europe is not cultural but economic and technological lag.

The Stark Economic Gap Between the US and Europe

The data reveal a stark contrast. From 2008 and 2023, US GDP surged by 87%, compared to a mere thirteen and a half percent growth for the EU. During this time, European income per person dropped from over three-quarters to just half of the US level. Remarkably, even Mississippi now boasts a greater average income than several leading European economies like France and Italy.

Currently, roughly half of the world’s 50 largest tech companies are American, while a mere four are from Europe.

The Technological Deficit: A Critical Question

This widening economic gap stems from stronger efficiency gains in the United States, largely due to breakthroughs and higher total factor productivity. The landscape of world technology leadership is overwhelmingly US-centric. Over the past five decades, hundreds of American startups have grown into companies valued at over $10bn, compared with just 14 in Europe.

This gap prompts a vital question: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, what is Europe positioned? Most analysts agree it is essentially a contest between two involving the United States and China, with European nations entering at a clear disadvantage.

Root Causes of Europe's Innovation Gap

Several major factors account for this innovation chasm.

  • Venture Capital: The United States has a much more robust and agile system for financing new ventures. Europe has yet to establish a true unified investment market, a factor that caps the growth potential of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper Europe. A American entrepreneur can introduce a product under one regulatory framework to access a consumer base of hundreds of millions. The European Union, despite a larger population size, is split among twenty-seven different national regimes, creating huge market obstacles.
  • Mindset Differences: Views on risk-taking vary greatly. In some EU nations, business failure was historically met with stigma, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

The Road Ahead: Reasons for Cautious Optimism

Despite these challenges, there are causes for optimism. Policymakers are growing more conscious of the existential challenge and have begun to advance serious reform. Key analyses on EU competitiveness and the internal market point to the necessity of sweeping changes.

With the right incentives and regulatory reforms, Europe's strengths might enable much higher degrees of commercial innovation.

Europe still possesses significant strengths: skilled workforce, excellent schools and universities, and premier labs. Alongside a vast domestic consumer base and substantial household savings, these elements could unleash a surge of investment and entrepreneurship.

Crucially, even if Europe does not take the lead in creating next-generation technologies, it can still significantly boost productivity by implementing and tailoring advancements from elsewhere.

An Inflection Point

The European Union now faces a critical moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, the continent's technological decline has been steady. However, without decisive action to address its deep-seated problems, today's gradual weakening could turn into a rapid and permanent decline in world influence.
